"Not authorized to transmit the income tax file" error when trying to NETFILE a TP1 return

When trying to NETFILE a TP1 return, the following error occurs: Not authorized to transmit the income tax file.
Resolution
1. Select Options... from the EFILE drop-down menu on the top toolbar:
2. Select the TP1 Internet option under the T1 heading.
3. Ensure the correct NetFile QC Number and Access Code values have been entered:
4. Ensure the correct CRA Preparer Number value has been entered:
If the error persists
1. Select Options... from the EFILE drop-down menu on the top toolbar:
2. Select General.
3. Identify the Group values under the EDI Control Numbers section:
Each time a TP1 statement is sent, the EDI number increases.
4. In the Group field, alter the range of values to 0 and 100:
5. If the second value already exceeds 100, enter a number that is still greater in value.
6. Select the OK button.
7. Attempt to NETFILE the return.
